The log tells me that the keys are being used properly but the NK_IND
messages are coming kind of often. NK_IND messages are key exchange packets
from the peer containing the peer's new encryption key. It does not appear
that they were requested by CIPE-Win32.
Try two things: Setup another CIPE-Win32 instance and point it at the first
and see if the same behaviour occurs. Turn on the logs in CIPE 1.4.2 and
see what causes it to initiate a key exchange.
