Subject: cipe TTL behaviour

Why do the cipe carrier (UDP) packets inherit the TTL of the
encapsulated packet? I noticed this when using traceroute or mtr (see
below)  and then checked with Ethereal. I'm using cipe-1.4.4/Linux on
both ends.

# traceroute 10.0.0.1
traceroute to 10.0.0.1 (10.0.0.1), 30 hops max, 38 byte packets
 1  * * *
 2  * * *
 3  * * *
 4  * * *
 5  cipe-target (10.0.0.1)  180.078 ms  167.466 ms  179.866 ms
