Is anything in the syslog?

Not only the options files are checked for permissions, also the
complete path up to them. No path element may be writable by anyone
else than root. I.e. for the default options file /etc/cipe/options,
all of / and /etc and /etc/cipe must be owned by root and at most rwxr-xr-x.
