This is correct operation.  From the CIPE info file, node "Running the
`ciped' daemon":

>> Shutting down (with `ifconfig(8)') a CIPE device terminates its `ciped'
>> process, and vice-versa terminating a `ciped' closes the device.

When you use ifdown, which calls ifconfig to take down the interface,
ciped-cb dies.  Merely using ifup (again calling ifconfig) does not
restart ciped-cb.
