Subject: [RFC]: Move CTLDIR to cipe.h

Hi Olaf,

Wouldn'd it be a good idea to move #define CTLDIR "/etc/cipe" to
cipe.h since this will be included by ciped.c (via ciped.h)? I
have to maintain an own distro where I don't have the /etc/cipe
and I'd like to make my packages with with BSD-style Toplevel 
makefiles that call the ./configure and make with the changes
for my distro. Something like:

[...]
#ifndef DEVNAME
#define DEVNAME "cip" VERNAME CRNAME
#endif
#ifndef CTLDIR
#define CTLDIR "/etc/cipe"
#endif
[...]

So my toplevel Makefile could contain something like:

make -C src/2.2.*/ KDEV="-D__KERNEL__ -DMODULE -DDEVNAME=\"vpn\"
-DCTLDIR=\"/etc/vpn\"" UDEFS="-DDEVNAME=\"vpn\" -DCTLDIR=\"/etc/vpn\""

This doesn't break anything. Please let me know if this is applicable.
