Because in the case where CIPE is being used as an intermediate router
to another network, it likely isn't needed at all.  That is, in the
case where a pair of CIPE-running hosts are the general gateways into
their respective networks, all hosts on the far side of the opposite
CIPE router have routing entries to send traffic through their local
CIPE relay to the other side.
