Nope, we are running boxes which have 120+ concurrent cipe tunnels to
other hosts all over the world. They work but you might need to patch
2 or 3 things. I remember having made a patch in the kernel and ifconfig
because f.e. the plain 2.2.x kernel doesn't support more then 100 
interface names. But as for cipe, it is no problem.
