Make sure you have created /var/run/cipe, and make sure that it's perms
are set to 700. I had the same problem. It won't write the lock file
unless the perms for all directories cipe uses (/etc/cipe/pk, /etc/cipe,
/var/run/cipe) are 700 and the files are 600.
