I would say that both vtun and cipe are very secure.  I think there
might have been a few implementation bugs in the past but no known
exploits going around.

The main difference that I know about is that CIPE is kernel space and
vtun is userspace.  I would presume that kernel space stuff gets higher
priority than user space programs.
