eth0 is a local network (192.168.1.1)
eth1 is the connection to the internet (203.164.96.62)
eth2 is a network connection for one of our neighbours (192.168.2.1)

The VPN software (cipe) passes packets between 203.164.108.192 and
203.164.96.62.

cipcb0 ip on my machine is 192.168.220.2
cipcb0 ip on the isp's machine is 192.168.220.1
