Subject: IP + UDP encapsulation

I currently 
working with Mobile IP which do IP + UDP encapsulation.?In Mobile IP, all 
packets will be encapsulatedby IP in HA and send to FA to decapsulate. It is 
done by ipip.o module. The problem is this IP encapsulation makepackets like 
RSVP?invisible and RSVP unable to do it job in the router. It is becoz RSVP 
packets use router alert option and IPproto 46. IP encapsulation makes the 
IPproto become 4. The solution is distinguish the RSVP packets and do IP + 
UDP 
encapsulation.
I just want to ask does CIPE able to do IP + UDP 
encapsulation (without encryted) for the RSVP packets? and other 
packets?will be IP encapsulated by Mobile IP (ipip.o). R<FONT 
face="Times New Roman" size=3>outing rules and/or netfilter will?be 
configured to select a proper interface on packet-by-packet basis.
