i wrote an "enforce MTU" patch some time ago when i started
running into problems related to stupid people out there having
stupid setups that break PMTU-Disc. (and these problems are so
common that it was getting _really_ annoying. and no, it is not
an option to point at the RFCs stating that _their_ setup is
broken since it wont solve my problem.)

it creates an option "emtu" that allows to set the "inner mtu" of
the tunnel.

there will be an adapted patch for newer versions of cipe within
a few days, but i wouldn't mind if someone else would do this. ;)
