The netmask for the route on the CIPE endpoints is 255.255.255.255.
But that's correct _for the tunnel itself_.  Notice that the flags for
the route are probably UH, meaning "up" and "host route".

How you manage routing to entire subnetworks on either side of that
tunnel is a separate issue, and you can arrange such routing with any
netmask you deem appropriate, using "route ... dev cipcbN" as
appropriate.
