I had problems where some piece of routing hardware between my CIPE
endpoints stopped doing fragmentation at all above MTU 1500.  I have
set MTU 1400 in my CIPE options files as a result, and all is happy.

However, note that this required that I tweak systems (including Win98
boxes) behind my home CIPE+ipmasq gateway to use MTU 1400 as well.
