maybe if you try without the mask and bcast options?

I have no such options in my config; the output of my ifconfig:

I see that you have link encapsulation set to ethernet for the cipdb0
iface... don't really understand; maybe it's sending arps to find out hw
address of the peer... where did you get that hw address (for the cipdb0
iface) from!?
