Subject: kxchg: recv: Connection refused with nokey 1

Im trying to setup a simple A<->B CIPE (1.4.5, on RH 7.2) network

modules.conf has
options cipcb cipe_debug=15
whats the real range 0-7 ?

setup appears ok, (ie it does a bunch of stuff wo smoke & flames)

those hostnames resolve ok, theyre buried in /etc/hosts

It looks like key failure, but Ive turned off the key (which was same 
both ends), with
nokey 1
in /etc/cipe/options.cipcb0

am I missing something ?
I left out some details that looked like they were unnecessary; /etc/hosts,
network-scripts/ifcfg-cipcb0

is there a mail-archive where the search works ?
http://sites.inka.de/bigred/archive/cipe-l/ doesnt work.
