There's a maximum number of devices option to the module that you will need
to specify when loading the module.  If you're relying on modprobe or
automatic loading to do it for you, you might need to investigate the method
used to determine the default parameters.

For example, under debian a file in /etc/modutils will be included when
update_modules is called.  Such a file would contain

options cipcb cipe_maxdev=2

or similar.  This sample would give you two devices - cipcb0 and cipcb1.
Personally I thought the default was always at least two, but I might be
wrong.
