which means that one can't do what i think questioner wanted to do, 
which was run a single cipe interface (cn.1) on the BASE. instead, the 
picture is :

Cipe interfaces are point-to-point tunnels. Simply run as many cipe 
daemons as you have clients, each with their own options file (you 
must provide the name as a parameter). There's nothing special about 
multiple cipe connections.
