Try this. I'm not adding in key statements here as I keep mine in
/etc/cipe/options.cipe# which is chmod 600 and owner root.root

Machine A:

device  cipcb0
ptpaddr 10.0.0.2
ipaddr  10.0.3.1 (different ip all together)
me      10.0.1.2:3333
peer    80.123.122.23:3333 (which PATs to 10.0.0.2:3333)

Machine B:

device  cipcb0
ptpaddr 10.0.1.2
ipaddr  10.0.3.2
me      10.0.0.2:3333
peer    80.124.123.124:3333 (which PATs to 10.0.1.2:3333)

You shouldn't need to add a routing statement as the PTP will be
recognized and add a /32 masked statement automatically across the
tunnel.
