In the modified example given, I think Machine B ptpaddr should be 10.0.3.1 and Machine A ptpaddr should be 10.0.3.2 should it not???

IE:

Machine A:
ptpaddr 10.0.3.2
ipaddr  10.0.3.1

Machine B:
ptpaddr 10.0.3.1
ipaddr  10.0.3.2

You shouldn't need to add a routing statement as the PTP will be
recognized and add a /32 masked statement automatically across the
tunnel.
