A few things:

1. The installation of CIPE should install it OK - if not trying installing again.
2. The service is called/listed as "DKW Heavy Industries VPN Adapter. Service"

My local (real) subnet is 10.0.0/24.
The XP machine is 10.0.0.253 and the Linux machine is 10.0.0.9.
No drama pinging the 10.0.0.x addresses of any machine.

Need a little more info:

Is the cipsrvr running (check task manager) on XP - particularly after
you have set the settings in CIPE control panel?
What is your XP LAN subnet?

Static Key: 46a05ce71853a20ed310ecd5de778c34
Cipher: Blowfish
TimeOut: 600

PTP IP Settings:
Local PTP Address 192.168.100.2
Peer PTP Address 192.168.100.1
