Assuming you're talking about cipe specifically, rather than cipe launched 
from something else (ie pkcipe) then you can use the 'me' and 'peer' 
parameters to specify the ports to use on each end.

For example, /etc/cipe/options.cipcb0 might contain, amongst other lines,

me=1.2.3.4:3333
peer=5.6.7.8:3333
