I have exactly the same problem. What seems strange to me is that severall network files in the 2.4.21 sources greatly differ from those of the 2.4.20 or even non-debian 2.4.12 sources (downloaded on www.kernel.org for example).
dst.h and ip.h are examples, and since CIPE depends on a struct in dst.h which is modified, compilation fail.
I don't have any patch installed.

Since my cipe works perfectly with woody on 2.4.21, try looking
