.. a file called "configure" is missing. How did you unpack the tarball?
I assume that you've used some kind of windows tool since the file
permissions are not set properly. In that case, use the tar command.
Did you download the tarball from
http://sites.inka.de/sites/bigred/sw/cipe-1.5.4.tar.gz or from other
places?
