There are two layers of communication here:

1.  The transport communication (CIPE to CIPE)
2.  The tunnel (packets that are using the CIPE connection).

What you want is the default route to be the tunnel, but what you don't
realize is that the transport communication CAN NOT go over the tunnel
(itself).

So, what you need to make sure is that the peer IP address does NOT use the
default route -- you must add a route that will get the transport packets to
the other CIPE directly.
