Cipe uses UDP protocol and it is very sensitive to packet latency and packet loss. So I think UDP does not suite for a VPN, where files must be transported. Try SSH tunnels instead.
This is certainly not true. UDP is not sensitive in that respect at al.

More important is that you do not want to tunnel protocols that have their own consistency management (TCP, NFS) through another protocol that does the same thing. Imagine both the TLS/TCP layer and the NFS protocol both to do re-transmits on top of one-another. UDP is specifically well suited for tunneling whereas TCP certainly isn't.
